Would what GE Healthcare is doing be qualified as using an innovation method or tool? They're clearly going beyond their normal bounds of developing new ideas and projects, but is this just another form of outsourcnig? Leaving the actual work up to outsiders while the insiders just keep doing the same old thing?

Or is acknowledging they need help and engaging the help of experts a valid methodology?
