Group to Decide How to Measure Innovation

New Forbes article tells of a U.S. government-sponsored group that's going to decide in the next 2 years. Apparently in the first meeting all of the members had different ideas about how to measure innovation. Not surprising, since that's what seems to be true in different countries and companies.
Is the Commerce Dept on the right track of appointing this mixed group of experts to make this decision? Shouldn't it be an itnernational mix of experts so that THE metric would stand a chance of being useful? If other countries choose to use different metrics how will comparisons be accurately made? (Americans seem to love to be able to use rankings.)
